I had to post this article by Dennis G. Smith of The Heritage Foundation. It hits the ball out of the park. (MLB playoffs?)If we do not stop these socialist, we will be singing "MMM, MMM, MMM, Barack Hussein Obama." This is why they don't want to let us view this proposal. It is a complete snow job.

The Baucus Medicaid Provisions: The Senate’s Massive Welfare Expansion

One issue in the Baucus health care bill has not received the attention it deserves: Half of the reduction in the uninsured will result from the enrollment of millions of Americans in Medicaid.

Expanding Medicaid is not reform. Americans across the political spectrum who are being promised health reform will, if Congress gets its way, be stunned to find themselves in a welfare office applying for Medicaid and then searching desperately for doctors who will accept their Medicaid card.

Congress is proposing the single largest expansion of an entitlement program since Medicare and Medicaid were created in 1965. Medicaid does not have enough providers in the existing program; adding more people to a flawed system would only compound the problem.

90 Million People on Medicaid/SCHIP

Under the current baselines for Medicaid and the State Children's Health Insurance Program (SCHIP), there will be 76 million individuals served by these programs for at least some part of the year in 2019. Under the Senate Finance Committee proposal, the number on Medicaid/SCHIP will top 90 million.

The majority of these individuals will be young and healthy. Keeping them on welfare rolls will shift even more costs to individuals and families buying health insurance, as doctors and hospitals recoup their losses from Medicare/SCHIP by charging more to the privately insured. In effect, the congressional policy seems to be to expand dependency by discriminating against individuals based on their income.

Congress will also create new inequities among working families. Individuals covered through Medicaid, the new exchanges, and current employer coverage would be paying significantly different amounts for their health coverage.

Senate Finance Reverses Course

Under Senator Max Baucus's (D-MT) original proposal, the Congressional Budget Office (CBO) estimated that 11 million individuals would be added to Medicaid/SCHIP by 2019 at a federal cost of $287 billion.[1] After the Baucus plan was amended, CBO estimated that 14 million individuals would be added to Medicaid/SCHIP at a federal cost of $345 billion.[2]

CBO has not released its assumptions about the impact on Medicaid enrollment due to other factors such as "crowd out" (the substitution of public funds for private expenditures and loss of private coverage) and how employers will treat dependents in reaction to the employer provisions in the legislation. Thus, the increased Medicaid/SCHIP enrollment is likely understated, as has historically been the case.

Under the original Baucus plan, Medicaid eligibility was expanded to non-disabled adults (childless adults as well as parents of children on Medicaid) with income up to 133 percent of the federal poverty level (FPL).[3] However, individuals with income between 100 percent and 133 percent of the FPL would have also been eligible for the new subsidies and, beginning in 2014, could have chosen to receive coverage through the exchange rather than Medicaid. In effect, the maintenance-of-effort requirement on states would drop back to 100 percent of the FPL.[4]

SCHIP eligibility would have been increased to 250 percent FPL, but subsidies would have been provided through the exchange. States were given additional federal funding through enhanced match rates. But even with the additional federal funding, Medicaid expansion would cost states an estimated $37 billion.

In the committee's markup, states would be allowed to raise Medicaid eligibility above 133 percent FPL, and SCHIP is continued to 2019.[5] States could expand SCHIP eligibility to higher income levels and would receive new enhanced match rates. Current law benefits and cost-sharing limits would be continued. Until actual legislative language is available, it is unclear whether use of the exchange is a state choice or an individual choice or how SCHIP financing through 2019 will be provided.

Most disturbing, however, is why the Finance Committee reversed course and put more people into Medicaid and SCHIP rather than covering them through tax credits and allowing them to get private health insurance if they want it. In truth, the committee probably elected to expand Medicaid not because it is better but because it is cheaper--at least on paper.

Medicaid pays providers 20-25 percent less than does the private sector, forcing doctors and hospitals to subsidize Medicaid through lower rates. This deters providers from participating in the program, creating a lack of access that itself is a form of rationing. Of course, putting more people into Medicaid will ultimately make the access problem even worse.

In addition, the pharmaceutical manufacturers who thought they had cut a deal with the White House will find themselves paying additional rebates to Medicaid.

Even More Expansion?

As the Obama Administration negotiates the final legislative package behind closed doors with the House and Senate leadership, taxpayers can rest assured that final decisions on Medicaid will not be resolved until the last minute. If Congress needs to find additional "savings" for the overall legislative package, it may do so by expanding Medicaid even more, perhaps for persons with incomes up to 150 percent of FPL ($16,245 annually).

Although final decisions have not been made, states have already been warned by congressional staff of the potential to put millions more onto Medicaid beyond the current estimates. How much federal support will be available through enhanced match rates is also up in the air. The cynical exercise of pitting state against state in a formula fight should be a wake-up call to the governors. It is yet another indication that, as a matter of policy, the legislation is headed in the wrong direction.

Who "Belongs" on Medicaid?

Medicaid was originally created to provide access to health care for families on welfare. Its mission was expanded over time through federal mandates and state options. An expansion to all individuals below 150 percent FPL would introduce a new group of young, healthy individuals onto government dependency.

Individuals at 150 percent FPL includes millions who have never been considered "poor" or in need of government assistance. According to the Census Bureau, there are 6.4 million individuals age 18-24 years old living on their own. More than half have income below 150 percent FPL.[6] But the percentage of individuals age 25-34 below 150 percent FPL drops to 24.3 percent.

Do college students and part-time workers really belong on Medicaid? Putting them into Medicaid erodes the sound policy objective of stabilizing the insurance market that would have occurred if these young, healthy lives had been added into the private insurance pool. The health insurers who thought the young, healthy population would help stabilize costs for them will instead lose many of them to Medicaid.

Lost State Flexibility

The burden of expanding Medicaid will also fall on the states. The CBO estimates that the Finance Committee plan will cost states $33 billion over 10 years. Governor Phil Bredesen (D-TN) warns that costs are likely underestimated and could cost his state $3 billion.[7]

States also face an erosion of their authority to manage their Medicaid programs, as Congress is adding new federal mandates to cover certain benefits and conform their programs to federal standards. The true cost to taxpayers in the states will become apparent only over time.

Many state officials cannot afford their current Medicaid programs; they certainly cannot afford to add 14 million more individuals. Medicaid is already crowding out resources for other state and local priorities such as education, child welfare, public health, and investment in transportation systems and infrastructure. More money for Medicaid means less money for these other priorities.

Expanding Medicaid Is Not Reform

The Baucus bill will not lower the cost of health care as the American people were led to believe it would. Budget constraints are forcing more people into Medicaid, with the final number still unknown. Simply forcing more people into Medicaid is not reform. Expanding Medicaid will ultimately shift even more costs to providers and the private sector. It is a giant step backward from what was promised, and it comes at the cost of everything else.

In June, President Obama told Senate Democrats, "As we move forward on health care reform, it is not sufficient for us simply to add more people to Medicare or Medicaid."[8] Unfortunately, that is precisely what Congress is going to do with the Baucus bill.

Don't let them lie and get away with it


Do the democrats really think we are totally stupid? Dirty Harry Reid, D-NV, seems to not care what anyone thinks about what they are trying to push through and dupe us. He is going to lose his seat in the 2010 election. The creative financing they are orchestrating is what got Enron and Leiman Bros. thrown into bankruptcy. Today, the criminals, I'm sorry, the congressional members penned a second bill, basically, to imitate a New York sidewalk shell game. Ed Morrissey wrote about this today and called out Stabenow, Reid, Baucus and other colleagues have conspired to lie to the American people about the true cost of healthcare overhaul. Isn't there laws being broken? In a speech on April 26, 2008, then candidate Obama spoke about an open and transparent government. That the public would have five days to look over tentative legislation and be involved in the legislative process. Joe Wilson was right, "you lie." Key democrats have met for second day behind closed doors, scheming to pull the wool over our eyes. Pelosi said today that the House bill would have a public option. We can not let this happen. This will put the private insurance companies out of business and the President will get his wish on a single payer program. And one step closer to his ultimate dream, a socialistic America. I know, so many of my friends ask me, why do I hammer the President so much? I respond by saying that I enjoy and cherish a free republic. I don't want to or will live in a socialist society. My son will probably deploy to Afghanistan in early spring and I want him to know that he is fighting for the United States of America and not the People's Republic of the United States. The citizens of the United States will not stand for this to proceed. I am formally pleading to every patriotic citizen who sees their great country falling apart to do whatever they can to oppose this American tragedy called "healthcare reform." Further down in the posting will have information how you get involved in opposing the different bills. In 2010, I hope we vote out the socialist and politicians that did not fight this horrendous legislation. "Behind Closed Doors" by Barack Obama


Scary, but true. Key democrats met behind closed doors today discussing how to implement a public option. The usual suspects, Obama, Rahm the enforcer, Dirty Harry Reid, Chris " I didn't know about my mortgage" Dodd, Max "This is a great day" Baucus and others conspiring to under mind the American people. They have their work cut out for them. Liberal democrats want a public option in the bill or they might not vote for it. Blue dog democrats or the incumbents up for re-election have said they will not vote for a healthcare bill with a public option. Unions are lobbying and protesting against the Baucus bill because of the Cadillac insurance policy clause, which will charge a premium on excellent high coverage policies. A lot of union members pay extra premiums out of their dues for these insurance products. AHIP (American Health Insurance Providers) is lobbying heavy to defeat the Baucus version. depending on the democrat, they don't want the Cadillac tax or Rangel's millionaire's because it will hurt small business owners and union workers in their districts. Can President and congress satisfy both groups? Doubtful. In my dreams, this particular healthcare talking points dies, because it isn't even a bill as of yet. I don't trust Rahm Emanuel, Obama's chief of staff and enforcer, twisting arms and kicking shins with his steel toed ballerina shoes. However, do not underestimate him, he is effective and persistent. He knows how to wheel and deal, the Potomac shuffle, per say, and so forth. In regards to the President, wasn't it candidate Obama who touted that congress and the people would get five days to review potential legislation? My, how things change when you get in office. Just ask the gays and lesbians! We must do our part and GET INVOLVED! Make the summer protest look like bridge club. Email and call your representatives. Also, tell them to sign on to H.R.554, which allows the final bill be posted on the Internet for 72 hours.

Tell me it ain't so, Mr. Baucus


I have dreaded this day since this whole healthcare debacle started. The democrats are so hell bent on passing something, it doesn't have to be good, just something. Senate Finance Committee Chairman, Max Baucus, D-MT, announced today that there was bipartisan support for a bill that really isn't a bill... yet. I don't understand what they seem to come up with in this day and age. I thought there were strict procedures they followed in the Senate and in the House of Representatives? It sounds like they are winging it. I don't trust them one bit, especially when they meet behind closed doors. Wasn't it Nancy Pelosi who said that this would be the most trasparent and open Congress in history, Maybe next time, SanFranGranNan! Lets see, who was the one republican who voted with the democrats, I know, it was the MaineNoBrain, Olympia SnoweJob, R-ME. I think she once again, sold out the good people of Maine and the republican party as a whole, again. She is a republican in name only. Of course, President Obama praised her like King George praised Bendict Arnold. He embellished a little about bipartisanship, even though she was the only republican. I bet she will be sitting alone with her tuna sandwich in the Senate cafeteria. If she sides with the democrats when the final draft is finally drafted, she should be voted out of office in her next election. I don't classify her as a maverick, renegade or rogue, but simply as a sell-out. This will be probably the most interesting next few weeks because we (citizens) must become vigilant and contact our representatives relentlessly. A call to arms! Not really arms, it just sounds cool. Farther down in this blog, you will see ways to get involved, so, do it! If we don't and sit on the sidelines, years from now, we will be wondering what happened to the great nation we once enjoyed and cherished. There are many possibilities pertaining to the different proposals that are out there. First, lefties are adamant about including a public option. However, politicians that are up for re-election in 2010 are very nervous about the perception of government-run healthcare and the eventual takeover of the healthcare system and turning into a Canadian or British healthcare bureaucracy nightmare. Then you have the plan of robbing $500 million from Medicare. Talking about robbing Peter to pay Paul. Is there any common sense in Washington, DC? My Mother is 79 years old and in great health, how will this effect her or my In-laws? Medicare is already in trouble. I often feel the representatives on the hill are winging it without a clue. But I digressed. Luckily, this so called bill has massive hurdles to clear. The AHIP (American Health Insurance Providers is set to lobby against the Baucus bill (Price Waterhouse Coopers report) and the labor unions (Obama's buds) are set to protest and lobby against the bill. Yes, I said unions. Tim Pawlenty, Governor of Minnesota, is attempting to allow crossing state lines to purchase health insurance. As the issues mount, we, the people revolt again, ten times stronger, maybe then they will understand the wrath of the American patriot. "Don't destroy our healthcare system, just fix it."

A Time for Decisions...


Yes I do and thank you, Mr. Bush. You weren't the best President, however, I always felt safe with you at the helm. I did not agree with you on many occasions. You always held your country in your highest esteem, protected her and showed pride and respect for her. I don't recall you running around the world like a rockstar apologizing for America. You always complimented the greatest country and unique exceptionalism exerted by the American people. You never backed down to your peers. World leaders did not care for you, simply put, you showed strength and decisiveness concerning our state of affairs. So, where do we stand now. President Obama wins a Nobel Peace Prize for nothing at all. We have brave men and women dying in Afghanistan because you think Mr. Obama needs to meet with everyone and their brother. I never thought I say this, but, I agree with Diane Feinstein, D-CA. She appeared on ABC's "This Week" and spoke out against the President on how he couldn't take to heart General McChrystal's recommendations on the next phase of the war. A General the President hand picked for this mission. We need and deserve a prompt decision. If you could make time between the Nobel celebration Saturday night or the 18 holes of golf Sunday, maybe spend a little time focused on the troubles at hand. The reasons for the public's angst is the President's perseved cavileer attitude on important issues that face our country. It appears the White House is more concerned about Fox News than the issues at hand. Is this an indication that the pressures from the people (tea party, townhalls) are working? It is pretty pathetic when the administration targets a particular television station or radio talk show. However, this is how the Obama administration's modus operandi, ie: AIG employee bonuses, Obama stating that jetting to Las Vegas was over for big business. Take a look at Las Vegas unemployment after that statement (13%) I bet the people in Vegas love the President out there after that. Also, the AIG employees can now come out of their houses and not worry about the death threats they received during the hazing. In contrast, Nancy Pelosi flies back to San Francisco on a government jet almost weekly. Mr. Obama uses Air Force One to go out for a date along with his entourage. There isn't anything wrong with going on a date, however, it is in bad form to make this very public when you opposing this behavior. There seems to be a coordinated attack on Fox and the conservatives by the liberal left media and political pundits. Suprpise! Do these liberlas get a fax at 6:00am from the White House (Jarrett, Axelrod & Emanuel) explaining the day's outline and political talking points? Maybe the White House should take a few pointers from Fox on popularity and ratings since Fox leads everyone in ratings. Fox's 3am show has more viewers than CNN's 8pm prime time show. I think the White House should stop acting like school kids being bullied and grow up. In conclusion, the President would stop acting like a celebrity Presidential candidate and start acting like the President of the United States. Thank God and our founding fathers for the 1st amendment.

Virginia Governor's Debate:
I've been keeping a close eye on this race since I live in Maryland. I am very impressed with Bob McDonnell, republican candidate, seems to have many of the answers the citizens of Virginia need. Creig Deeds, democratic candidate, doesn't seem to be in command of his ideas and has resorted to numerous television attack ads. McDonnell has a commanding 11 point lead to date. Virginia needs a conservative common sense Governor to straighten out the transportation mess known as Northern Virginia. I believe they are twenty days away from Election Day. I believe this will come down to the last few days of serious campaigning and staying positive.

Healthcare bills rears their ugly & expensive heads:
I am formally asking (pleading) with you to muster up the initiative and enthusiasm to fight the healthcare bil that will emerge in the next couple of weeks. First, there are 5 bills (proposals) that will somehow be merged into one bill. Liberals are adamant about some form of "Public Option." (Government Run Option) I think the democrats believe they can push this bill through while we are sleeping. The democrats have blocked many bills that would allow the final bill to be posted on the internet 72 hours prior to a vote. Why? you know why. We must opose this more than we did over the summer. Let them know, we are not against healthcare reform, Just not a total makeover. Call and email your representatives. I have emailed and called mine so many times, they are referring to me by my first name. Write an old fashioned letter, it has a lot of importance. Attend your local tea parties and townhalls to voice your opinions and make a overwhelming presence. Below, is a little list how you can get involved. It is our civic duty. "It is our Country."
